Swedish Government Web down due to looping web browser?

In an article today Aftonbladet explain that the Swedish Government Website died due to high load. The load was created by a client in Skövde that was requesting an image, and because of that overloaded the server according to Karin Hedman that is webmaster at Information Rosenbad. Skövde is by the way just outside of Grönköping.
