FRA: Who is to collect information?

The proposed legislation include the following text:

2 § Inhämtning som sker i tråd får endast avse signaler som förs över
Sveriges gräns i tråd som ägs av en operatör.

The problematic word in the text is ägs. Later in the proposed legislation (12 §) there is a reference to 2003:398. If we have a look at 2003:398, then we find the following definition:

operatör: den som innehar eller på annat sätt råder över ett allmänt
kommunikationsnät eller tillhörande installation,

There is a difference between äga and råda över, and this difference can make a big difference regarding implementation of this proposed legislation.
