What can a regulator do regarding Network Neutrality?
The short summary of my view is as follows. For consumers it is important to be able to access the services they wish to access. And of course themseleves provide the services they choose to provide.
These two things are enough (I think/claim):

Ensure the consumer knows the quality of the Internet access she get, and not only the access to the access providers network.

Ensure the competition is efficient regarding services, so that services that are bundled with the access do compete in a fair manner with services that are accessed via “the Internet access”.
