Is PTS violating the law in Sweden?

PTS, the Swedish National Post and Telecom Agency has given the right to Teracom AB to send radio according to the (old) DAB standard in Stockholm. As you can see on this page, Teracom AB has requested at PTS to send radio (Ansökan om korttidstillstånd för digital ljudrundradio, 2007-03-29). Yesterday (April 1) it was found out that Teracom is sending Radio100FM, a Danish radio station on channel 12C.

This is according to what I understand weird, as approval of sending radio is a decision that according to information from Radio och TV-Verket (Swedish Radio and TV Authority) only the Government can make.

För att sända digital ljudradio behövs det tillstånd som utfärdas av regeringen. Idag har Sveriges Radio AB och Sveriges Utbildningsradio AB sändningstillstånd för DAB. Regeringen har inte utfärdat några tillstånd för privata programföretag.
