More restrictions on Internet Access from Swedish Government?

In an article in DN we see that the government will close the ability for employees to access the Internet even more. This surprises me as my impression is that the current non-transparent access to Internet already create problems for the people working there. I was hoping they could be more modern in the view of what access exists in the government offices (for example guest access in conference rooms), not less.
